The Beijing downpour over the weekend has brought with it more than just rain that paralyzed the city. It revealed a capital that’s glamorous above ground, but lacks the underground infrastructure to support it. The consequences of this played out online, along with strong opposition to the government’s account of the damage and fatalities.
