Talks between China and the Philippines on Friday will come under a new “bilateral consultation mechanism” that will help solve their territorial dispute in the South China Sea. Under this framework, the two countries will meet twice every year. And this time, both sides expect the talks will bring them closer to a peaceful resolution.
