PRESIDENT Rodrigo Duterte on Monday told Beijing that it holds ownership over Benham Rise, a mineral-rich underwater land mass 250 kilometers east of Luzon, and said he would welcome “a friendly dialogue” over the presence of Chinese ships in Philippine territory.
